The "national long-term education reform and development plan(2010-2020)" clearly pointed out that in 2020 China should realize the balanced development of basic education,therefore,the city of Chengdu as "national education and rural comprehensive reform experimental zone",with its own characteristics in the circle,"global Chengdu" vision to further promote the integration of urban and rural education.In order to realize the integration of urban and rural education,balanced development,Chengdu city in the Regional Education Alliance under the framework of the interaction between the teacher and students interaction,sharing of resources as an important starting point to promote education fairness,promote the integration of urban and rural education,the city high schools and rural weak schools,new schools combined radiation and utilization of city high school the high quality education resources to promote the development of the function of the weak school.In order to promote the balanced development of urban and rural education in Chengdu,it is necessary to make use of specific institutional arrangements so as to give full play to the constraint and incentive role of urban and rural interaction development.At present,Chengdu mainly promotes the balanced development of urban and rural education through the interaction of urban and rural teachers,the interaction between urban and rural students,and the sharing of urban and rural educational resources,but there are some problems in these three ways of development.In this paper,by using the theory of public goods,public choice theory,public service theory,in-depth study on the current situation and problem of the balanced development of urban and rural education in Chengdu City,innovative transformation of the three kinds of interaction,for Chengdu city and the district(city)County,the balanced development of urban and rural education,and promote the "Regional Education Alliance" power,urban and rural comprehensive reform provides important theoretical and practical support.
