Rural Education Equity And Countermeasure

With the increase of national attention to"Three Issues of agriculture"(farmers, the rural areas and agriculture), education in the rural areas and educational equality has become the focus of discussion. During the period of constructing the harmonious society, putting the philosophy of scientific development into practice and constructing the new socialistic country, education plays the pivotal role in achieving the goals mentioned above as the basic industry and strategic enterprise. While the education as a whole develops well, education in the rural areas has the most serious problems and conflict. Farmers, because of their relatively low social status, have strong desire to change it through education. The idea of"knowledge changes fate and education influences life"is widespread. But due to the insufficient investment in education and lapse of educational policy, education in the rural areas is now in dilemma. In this dissertation, the author wants to propose some ideas to help to solve the problems of educational equality and to boost the development of education in the rural areas after conducting the research on the problems mentioned above.There are three chapters in this dissertation. The first chapter is about the dilemma of the education in the rural areas and the rising of the problem concerning the educational equality. It will analyze from the following three main areas: the present situation of our education, dilemmas and existing problems. Educational equality is becoming increasingly serious with the slow development of education in rural areas. The dilemma was caused to some extent by the reform in financial system and tax system. The national financial reform increases the difficulty for the local governments to invest in education. It is difficult for the county government to shoulder the assigned financial responsibility.
