With the speed-up of economic globalization and the deeply development of knowledge economy, with innovation getting advance and boosting development, this philosophy is becoming the strongest voice of the new age. The successful practices of developed countries and areas have shown that: talent is the subject to promote and achieve innovation. The development of innovative economy lies on the talents, especially the innovative talent. In this context, our country and local governments are increasingly placing great importance to introducing,training,applying and developing the innovative talent, especially, making up distinctive innovative talent policies, which become the"trump card"to seize the dominant position of the innovative talent. However, through the research and data collected, we find that the implementation effect of the innovative talent policies aren't ideal: the innovative talent's dominant position among all kinds of talents are still not highlighten, the creative ability of innovative talent cann't fully play, the recognation on innovative talent and their results still need to be improved, etc. Theoretically, the innovative talent policy is one kind of public policy, also corresponds with the basic rule of life cycle of public policy, that is, along the locus of the policy orientation, play its role and achieve actual policy effect. So, the innovative talent policy of local governments must follow the locals'reality, with precedure of policy making,implementing and feedbacking, ensure the innovative talent policy orientation correct and explicit, thus achieve the optimum policy effect.Base on the deeply thinking of policy's unsatisfying effect, this passage chooses the life cycle of public policy theory as the key theory basis, human capital theory,innovation theory and new public management theory as assist, by comparing and analyzing the innovative talent policy and its policy effect of Southern Jiangsu district, attempts to construct a policy system composed of policy subject system,policy supporting system and policy feedbacking system, thus optimizes and improves the innovative talent policy, ensures the achievement of the innovative talent policy target, provides basis for local governments'innovative talent policy making.
