With the rapid development of social economy, "knowledge is power," this sentence has been proved by facts. However, knowledge comes from education, especially higher education, Therefore, to any country, the contribution of higher education to economic development are increasingly obvious. Higher education will not only lead to national economic benefit but also certain social benefits. A lot of countries will regard the cultivation of the high-quality talents as the national development strategy. Talents of high quality, on one hand, can greatly improve the work efficiency, so as to improve the economic development. On the other hand, they can improve quality, moral level as well as the cultural level.Performance is a comprehensive management concept. In colleges and universities, a performance evaluation can effectively improve the enthusiasm of teachers, teaching quality, and the ability of scientific research, so as to strengthen the college teachers team construction. Therefore, how to conduct the performance evaluation effectively has become a looming problem to colleges. This thesis takes Huainan Union University, as an instance to analyze the teacher performance evaluation system. Through the thesis of the existing performance evaluation system of Huainan Union University is subjective, lack of scientific, quantitative and objective evaluation index. It cannot reflect the real situation of the teacher assessment, losing the purpose of assessment itself, the phenomenon of "everybody to be the dealer by turns" happens.Through the thesis of evaluation system of foreign teachers, I put forward some beneficial strategy and advice on healthy development of the performance evaluation system, such as: change the traditional evaluation idea, set up the "people-oriented" management idea; perfect evaluation system constantly, actively innovate on evaluation model, and pay attention to the teacher's individual development; combine the evaluation standard with personalized evaluation etc. Through the research above, this thesis provides foundation for the current performance evaluation reform in our country, so as to improve the passive position of college teachers in the performance evaluation and improve college teachers' work enthusiasm and make our country's university education develop better and faster.
