Newly-established Universities have made great contributions to local economic society development, the strategic construction adjustment and distribution optimization and the boost of mass higher education. Meanwhile, they are facing a series of problems like unsatisfactory teaching quality, poor employment prospect for the students, low management efficiency and so on due to the lack of reform and innovation in the higher education system and mechanism, lack of financial support from the government, even as a result of their short history, relatively outmoded education thought, immature university teaching philosophy, relatively weak school running condition and teacher resources, inflexible internal management system, incomplete establishment of modern university system and many disadvantages caused by integration of different campuses. It is important to realize and solve these problems, which is required to reinforce university connotation construction and respect the law of higher education development. Besides, it helps to manage satisfactory higher education and improve students' employment prospect, also serve local economic society construction and construct harmonious society.Newly-established Universities are mainly set up by three ways:independent upgrade, integrated upgrade and system reform, usually featured by locality, multi-discipline and practicality.As a performance management theory, balanced scorecard is widely used in business, government and non-government divisions since its birth. It plays active role in increasing the performance of all sorts of organizations. Its application in newly established universities will facilitate their proper orientation and development strategy establishment; help administer staff to improve management capability and performance; improve management standard and efficiency.The performance features of newly established universities lie in pluralism in aims and evaluation and long-term effect. In view of these features, the balanced scorecard should both reflect the general features of universities and highlight their unique features.The strategic map of newly established universities includes missions, core value, vision and finance, stakeholder, internal work flow and learning and growing.Universities are stakeholder and non-profit organizations, so the client facet in the general template of business strategic map is replaced by stakeholder facet, and the facets of finance and stakeholder are fit into the same level to embody the features of universities.When designing the balanced scorecard, newly established universities need to attend to the internal logic relation of aims, indexes, target value and action program. The design should be based on reality and operable and the target value should not put under the basic acceptable quality level of general colleges and universities set by Ministry of Education.Universities are special organizations and newly established ones are facing problems of system and mechanism, which go against the practice and implementation of balanced scorecard. However, that is exactly why we push the application of balance scorecard theory.Newly-established Universities should manage schooling according to the law and perfect management structure and establish modern university system. They should also reinforce connotation construction, implement performance management, and increase self-discipline and autonomous development. They need to improve the quality of talent training, increase capabilities of scientific research and social service, and improve efficiency and standard of management.
