Delicacy Management is a new idea and new method of modern scientificmanagement, which makes every organization management units accurate,efficient, coordinate and sustainable through the systematization andrefinement of rules and utilizing programmed, standardized anddigitalized measures, and is a hot topic of management practice andtheory nowadays. The main features of delicacy management aredetail-focusing, major-oriented, scientific quantified, human-basedand sustainable innovation. This article researches the human resourcedelicacy management practice of China Executive Leadership AcademyJinggangshan (CELAJ), explains the theory foundation, basic featuresand main connotation of delicacy management from theoretic andpractical sights, and analyses deeply the meaning, content andnecessity of human resource delicacy management of new type nationallevel cadre academy. Then, it discusses the tactics on how to raisehuman resource delicacy management level of new type national levelcadre academy further, in order to provide examples for raising humanresource management level and efficiency of cadre academy, buildinghigh-quality personnel, and enhancing core competency of cadreacademy.This article focuses on the present situation of cadre academy humanresource, quotes public management, human resource management,pedagogy and cadre training knowledge, and adopts literature method,investigation method, and system induction method, etc. The concreteresearch process includes reading the research results of humanresource delicacy management as much as possible, grasping the basictheory of delicacy management, finding out the regulations, maturepractice and implement effect of delicacy management and the attitudeand expectation of staff from all departments of CELAJ, which providesauthentic and believable information source for this article,analyzing systematically the meaning, features and theory of delicacymanagement and the implement situation of human resource delicacymanagement, exploring deeply the modes of human resource delicacymanagement of new type national level cadre academy, drafting articleoutline, asking for opinions from tutor and related experts, andfinalizing the manuscript.This article has five chapters. Here is the main content and basicframework: The first chapter introduces briefly the researchbackground of this assignment, research present situation at home andabroad, and research object and meaning. The second chapter introducesmainly the connotation, methods and features of human resourcedelicacy management, explains the theoretical foundation of delicacymanagement, and summarizes the meaning of human resource delicacymanagement of new type national level cadre academy and the necessityof delicacy management. The third chapter takes CELAJ for example,analyses comprehensively the present situation of human resourcedelicacy management of new type national level cadre academy, andaddresses the existent problems. The fourth chapter addresses sometactics on how to raise human resource delicacy management level ofnew type national level cadre academy from the position setting,process reengineering, performance assessment, motivation ways andsystem protection of human resource delicacy management. The fifthchapter draws a brief conclusion.
