Higher education is the important content of national quality education.The quality of college students is directly related to the core competitiveness of the national talent.To the college students,after the baptism of the high school and into the university teachers and parents of the constraints,they need to be in school uniform management and guidance,to keep diligent learning,not as a wasted youth,lost a golden opportunity to learn in the campus of the university.In modern universities,the management to students is no longer the teacher guidance system.Current college,generally through college instructor and student organizations act as student cadres or by way of student societies,communicates with the students,and gives them guidance,helps students in the school with their academic and professional knowledge,and helps them develop their own comprehensive ability at the same time.The cultivation of students' Cadres as a bridge between the instructors and students plays a very important role in the college students' education.And in colleges of the arts,because of the particularity and characteristics of the source of students,professional characteristics and disciplines,art college students exist great differences whether in cultural quality or in comprehensive quality from other college students.With the development of society and the rapid growth of economy,the students of the Art Institute are put forward higher requirements,which not only require the students to have good professional quality,but also the overall quality.Therefore,the construction of College Students' cadre team is very important for the education of national art talents.In this paper,LM art college student cadre was chosen as the object of the study First of all,study the domestic and foreign research on the art of the construction of the academic research status,and then the relevant literature research summary were analyzed.Based on the literature,this paper expounded the relevant knowledge of the new public management theory and public human resource management.The new public management theory is a new type of public administration theory and management mode arose in the world in 1980 s.It is also a recent and popular management idea in the European and American countries.On the basis of introducing the theory,this paper analyzed the current situation of the construction of LM college student cadre team.On the basis of understanding and analyzing the actual situation of the LM art college student cadre troop construction,explore LMcollege student cadre troop construction present situation and then main problems of LM college student cadre troop construction were in the presence through summary and analysis,and then draw the reasons of existence problems in the LM college student cadre troop construction.After analyzing the reasons and problems of the LM college student cadre troop construction,explore LM college students team construction of the corresponding countermeasures which were hope to give LM and other art college help student cadre troop construction.
