Education problems are of temporal spirit. In recent years, with the political, economic, cultural and education development, the mass of the desire for education has changed for qualitative improvement from volume of supply. So, the balanced development is becoming more and more important. Education equilibrium is not only an important content but also a premise and base in realizing the compulsory education. It's an entirely new idea and concept of educational sustainable development. And as a principle for resource deploy in the view of social policy. Compulsory education is the base of whole education; its balanced developing can boost education's balanced developing, which will accelerate social harmonious development. So, the balanced development in compulsory education is another historic problem after realizing the popularization in it, in A District.This paper studies balanced developing of compulsory education and uses examples which get from individual cases of A District, Changchun city. It looks for reasons from the problems and establishes countermeasures. This paper includes five parts. The first part is preface, which includes the background, research status, research methods, topics significance, core concepts; the second part is to review the balanced developing of compulsory education and analyze problems; the third part is looking for the reasons which result in the unbalanced developing of compulsory education, the reasons include the contradiction between the education complexities and the law lagging, the contradiction between the development require and the education budget , the contradiction between the teaching require and the teacher resources, the contradiction between the school require and the basic equipment, the contradiction between the practice require and the management system; The last part is also the focus of this paper, according to the above problems, putting forward five improvement schemes. Firstly, perfecting the law of balanced developing of compulsory education; secondly, improving the policy of educational appropriations; thirdly, promoting the project of standard school; fourthly, establishing the concept of education equilibrium and supervision; lastly, implementing the mode of school regional management.
