Since 90's in 20th century, our country promulgates the decree, compulsory education law. According to the decree, students can exempt from the examination and enter a higher school freely in the school. The policy of government actually cancels the way of fraction to choose the school, however, the way of money or power to choose the school starts and is hard to forbid. In current stage, school choice in elementary and secondary education is the issue that many people pay close attention to in the educational circles of our country. There exist different opinions in the society and the academia. Supporters and opponents argued for their own, however, there never been any definite conclusions. Settle the problem of school choice properly is important for the foundation education reform of our country. In the United States, the history of the School choice has already been more than 30 years, so there must has accumulated prolific experience and the selective type. The system of school choice in the United States is gradually perfect. Therefore, the school choice of the United States as an important object is studied in this paper, which is expected to achieve the following goals through the research of the development of school choice and the comparative analysis between China and America. On the one hand, the goal is to deepen understanding of school choice in theory providing an important theory basis for settle the problem of school choice of China. On the other hand, the goal is to draw lessons from America'reform of school choice, about the forming process of the school system and specific operation mechanism, to provide effective optimization proposals for the reform of school choice of China to promote the deepening development of the reform of elementary education and the realization of education fairness of our country.The main content includes the following paper part:The first chapter analyzes the backgrounds of school-selecting system from social influence factors and theoretical foundations. There are several social influence factors, for example, the shock of globalization, the ineffective public school system and the influence of ideological genre. The theoretical foundations include education justice theory and education choice theory.The second chapter analyzes major forms of American school choice system from meaning, characteristic, and basic operation condition, for example, public school, private school, school vouchers, tuition tax credits, Education tax relief, School districts choice inside or across school district choice, open admission, and so on.The third chapter will analyzes education fairness orientation and value of school choice system from the following aspects: education starting point, education process, and the education results. According to analysis, the author for American school system in general holds a positive attitude. Although there are some problems and difficulties in the formation and development process of American school system, it is achieved some results whether in theory or from practice.The forth chapter analyzes the attitude toward the school choice in basic education of American government, students and their parents, and school.The fifth chapter analyzes the problems of school choice in our country, and put forward the improvement suggestions, which mainly include the following aspects: (1)The government transform attitude and enact a law. (2) Increase the support dynamics to"Weak Schools"and Privately-run schools. (3) Implement the Chinese education voucher system. (4) Develop magnet school and charter school with Chinese characteristics. (5) Encourage parents to participate in the process of their own children's education and establish effective parent-teachers partnership. (6) Establish education consulting service platform providing help for these families which have the desire of school choice.
