With the constant development of society and economy, China's swimming career has entered the period of rapid development. Swimming is a kind of skill-based sport activity where players make movements in the water by using four limbs. It comes into being and develops as human beings adapt to nature.,With a variety of contents, and diversified forms, swimming makes a good combination of water bath, air bath and sun bath , which is beneficial to us physically, mentally and emotionally, cultivating character, enriching life and promoting the full development of body and mind. With the improvement of our living standard, swimming has been so favored by the masses. That it has become an indispensable sport for body building. However, as we all know, with inherent danger in swimming, accidents associated with swimming occur every year, which negatively influence the popularity of this sport among the masses. Not only do families of victims suffer from the accidents, but sports authorities, swimming pool managers, lifeguards and coaches are often affected.Using literature review, survey, statistics and logical analysis, this research attempts to investigate the status quo of the overwater lifeguards of the swimming pools in Changchun, examine the major factors that pose danger on Changchun swimmers, and then propose some tentative corresponding countermeasures and suggestions to address the existing problems.The research findings are as follows: First, despite the varied qualifications, high, medium and low, the swimming coaches and lifeguards in Changchun are mainly junior ones, who are found to be moderately enterprising, dedicated and responsible. From the perspective of titles, coaches and lifeguards have high operational capacities, but the proportion of highly educated, highly titled coaches and lifeguards is low. Second, the history of overwater lifesaving management in Changchun is short, so multiple problems still remain, for instance, swimming authorities pay inadequate attention; the mass and swimmers have weak awareness of life-saving because of the ineffective publicity of life-saving knowledge; the administrative duties lack clarity and lifeguards are in short supply. Third, ,some lifeguards fail to fully master professional life-saving skills and how to use the life-saving apparatus, which leads to ineffective rescue of the drowned at the first time. Fourth, striking gender differences exist among the lifeguards, males believed to be more suitable for the profession, who take up above 93% of the lifeguards at all levels in China, compared with only 3.9% of female lifeguards of national level. In Changchun, however, the figure for male lifeguards stands over 98%.Fifth, the qualifications of overwater lifeguards in Changchun are not strictly checked, and even those who fail to be approved are awarded certificates. Six, lifeguards have a weak sense of professional responsibility, and even dereliction of duty often occurs when some of the lifeguards chat on duty or disappear from duty.
