After stepping into 21st century, English language has become a necessary tool for international communication, with the development of political, economic, culture and all aspects of our country. Thus learning and grasping English well is the basic requirement in 21st, and the importance of English education in primary school education is increasing more quickly then ever before.At present, primary English teaching is very important in our country. However, the present situation of it is not optimistic. Although teachers are working hard, so are the students. The effects that can value the overall performance, including the knowledge and skills, process and methods, emotions and attitudes are not very good.Aiming at receiving the first hand data from the primary English teaching process, the author participates in the primary school English classroom, observing the process directly by herself, and then analyses the reasons, at last advances some effective countermeasures to improve primary school English teaching effectiveness.In the paper, the author employed questionnaires, participatory observation and interview to study the current situation of the primary school English teaching. Through analyzing the results of the questionnaires, the results of the interview about the English teacher, and the results of the classroom observation, the author finds out the factors that affect the primary school English teaching.Through investigation and analysis, the author finds the mainly influencing factors that can influence the effectiveness of primary school English are as follows: teacher's understanding and using educational theory; teacher's teaching abilities; teacher's Consciousness of reflective; students'attention in class; students'discipline in English class; Students'initiative and involvement in English learning; students'habit of learning English.Finally, in viewing of the research results and the problem need to be solved, the author proposes several countermeasures to solve the problem: firstly, enrich the primary school English teachers'theoretical knowledge; train the primary school English teachers'basic skills; strengthen the primary school English teachers'consciousness of reflection.
