The new reform of basic education course was put into effect of state,ocal,chool Three levels of course Administration. The Establishment of Three levels of Course Administration, It gives us the favorable external conditions and environment to our elementary education reformation. School-based curriculum development is considered to be one of the important contents in the curriculum reform and elementary education. It change the style of living and studying of students,it also change the conventional teaching methods which the teacher has used to be. The curriculum reform gives teacher the right to Curriculum Development,but at the same time teachers are being put into a higher level. The teachers school-based curriculum management development is the need of new course reform, it also an intrinsic need in the Teacher Professional development and quality education embodied. As a result it is a vital task in the current reform and make the best use of their skills. So how to mobilize the enthusiasm of the teachers participate in curriculum reform, improve the teachers'curriculum development consciousness and ability.This paper by way of document comprehensive analyze, methods of document data, expert interview, questionnaire, statistical method etc. This paper introduces the basic concepts, ability of basic concepts on School-based Curriculum Development.The relationship between school-based curriculum development and curriculum development consciousness of P.E. Teachers in Senior School. Through studying the current situation of School-based Curriculum Development ability of P.E. Teachers in Senior School, the factors that may influence the School-based Curriculum Development are analyzed. Finally, made some suggestions to P.E. Teachers in Senior School to improve the ability of curriculum development from the angle of school-based curriculum development. This paper reviews the researches of above factors, that will ensure smooth implementation of curriculum reform in Hanzhong city. provides the theory basis and practical value on training the Development of School-Based Curriculum ablity and Specialization Development of P.E. Teachers.The result shows that:1. The high school physical education (P.E) teachers in HanZhong city have been a high expectation to the school-based curriculum development (SBCD), while their awareness to SBCD should be improved gradually.2. Closed-end managements are accepted by the majority high schools in HanZhong, so it's not helpful for the P.E teachers to explore and use the environment properly.3. Because of insufficient supports from the leaders of school, students and their parents, the development of human resources should be reinforced in P.E teachers.4. Due to lack of more attentions to the communications between teachers and students, individual differences, physical and mental characteristics in students, the course design should be improved by the teachers.5. In order to enhance the high school physical education curriculum reform in HanZhong city, the P.E teachers'development abilities in SBCD should be further strengthened.
