The development and change of modern education require higher professional level of teachers. The requirement of teachers'professional development has shifted from the traditional "quality theory" to a new one—"competence theory". Modern teacher must have the quality and capacity corresponding to the post, viz. professional competence. Only under this circumstance can the teaching quality and teacher's individual profession be improved, and long-term development of school be accelerated. In addition, this can go with the governmental education reform request and finally help further optimizing the general structure of teaching personnel.Primary education is the foundation of national education. Its development is largely dependent on the competence of primary school and junior middle school teachers, the improvement of which could be accomplished based on continuing education. Thus, in the continuing education of modern teachers, we should change traditional mindset of teacher quality, advance with the times and draw on new theory viz. "competence theory of teacher" to guide its development. We should implement the "competence theory" throughout the whole process of its future development, focusing on the formation and promotion of competence.There are a large number of primary school and junior middle school teachers in China, the overall competence of which is uneven. The continuing educational project for primary school and junior middle school teachers provides favorable opportunity for improving teacher's competence. Nevertheless, many problems in their continuing education remain unsolved. Much should be done for its future development. Based on this, the paper tries to do empirical study on the implementation of continuing education of primary school and junior middle school teachers from the prospective of competence. The research content can be divided into three major parts:the first part summarizes the related theories of teacher's continuing education from the prospective of competence, and concisely explains its significance of such education; the second part briefly introduces the study subject W District of Nanning City and its compulsory education situation. Through questionnaire, continuing education situation of junior middle teachers here are explained in details. And the paper also summarizes the main problems and factors of continuing education for junior middle school teachers. Meanwhile, it summarizes the factors of competence of junior middle school teacher. With the way to improve teacher's competence as the focus, the third part puts forward concrete improving suggestions for the continuing education of junior middle school teachers of Nanning City.I hope that the research results can further enrich the study on the continuing education of junior middle school teachers, widen the view and offer new idea for competent education departments of Nanning and similar areas in the continuing education of junior middle school teachers in the future.
