Establishing a lifelong learning system and constructing a learning society, is the common direction of education development for each country. Independent learning is one of the most important learning ways for adults. However, there are some problems in both adults themselves and the general social support & service system, which affect the successful outspread of adults'independent learning, and also influence the general boosting of the learning society.First, based on the constructivism learning theory and the humanistic learning theory as the theoretical basis, the construction of adult autonomous learning system needs enthusiasm and initiative in adults themselves and needs to provide good social situation for adults.Second, through questionnaires, self-learning system for adults are analyzed to understand the adult learner in the basic situation of independent learning and independent study of the impact of related factors, independent of the adult learning system problems.Third, the combination of survey results and analysis of relevant literature in adult self-learning system, there exists the problem. Mainly from the adult self and social support service system two considerations.Fourth, through the comparatively studying of the representative experience from the practice of establishing their independent learning system in US, Germany, Japan and UK, this experience provided some basic thoughts for establishing our adults'independent learning system.Fifth, through the case study, the text analyzed and probed into the establishment of adults'independent learning system in Shanghai. The text discussed the organization structure, the running system, and the guarantee of the system on the open education system in Shanghai Open University.In the end of this article, it put forward the framework of Adult self-regulated learning system. The first level depended on the government's push mechanism, establishing a basic security of self-regulated learning; The second level aimed to build social support service system, and this level was the central part of adult self-learning system, which played a key role on promoting learner motivation; The third level was adult internal autonomous learning power system, including adult internal autonomous learning power system and external autonomous learning power system. Through the way of learning power system, it aimed to enhance motivation, which make learners to achieve the purpose of autonomous learning.
