1.BackgroundTraining is the basic function of high school. In the New, teaching is the central work of most colleges and universities. Teaching management is an important guarantee for the normal and orderly operation of teaching, is one of the key factors which regulating and improving the quality of teaching, is the most important task of the college management. Teaching Management staff as the subject of the management, is not only the planner of training objective of school but also the organizer, Executor and monitor of specific teaching management. Their professional ethics and quality, will directly affect the stability and quality of teaching, and long-term development of school. Therefore, designing a scientific and rational performance evaluation system of educational administration, and incentiving the educational administration workers to promote the medical colleges and academic work in full development, is very important.Performance management play an irreplaceable role in human resources of the organization, It is an effective means of control to achieve strategic objectives. More and more managers are beginning to realize the importance of performance management system and introduce it to management practices. The role of performance management is becoming increasingly prominent in the organization management. The performance appraisal system is the basis for performance management, the establishment and implementation of effective performance appraisal system, to become the first choice of the modern organization.The construction of performance evaluation indicators system is effective the cornerstone of performance appraisal system, how to conduct a reasonable and effective evaluation indicators system is the most fundamental questions on the process of improving the management level, and establishing performance appraisal system. More and more organizations use Key Performance Indicators (KPI) in the implementation of performance appraisal. On one hand, KPI emphasis on setting performance indicators and organizational development strategies must be linked, on the other hand, KPI concerned about the most in need of attention and solution of organizations in the specific time period.Through literature review, questionnaires and expert consultation, problem-oriented, this study objectively describes the status of educational administration in medical colleges, explores the key factors that affect educational management staff, and identify key performance indicators based on four functions of management. Integrate the performance assessment methods of organizations and other administrative departments, targeted to build a scientific and rational performance evaluation system of educational management of medical colleges. Clear that the educational management department as manager, must extract core work from the cumbersome daily work, pay it more attention. In addition, arrange necessary personnel, so that professionals can extricate from the daily work that everyone can do, improve Efficiency and enhance core competitiveness. 2.Objective2.1 Deep investigating the current status of educational administrationfrom the school, management experts and academic staff three level through literature review, expert consultation.2.2 Analyze the key factors which affect the performance of educational management of medical colleges to provide the basis for establishing staff performance appraisal system.2.3 Establish a more scientific performance evaluation system of educational administration of medical colleges, determine the weight, and make recommendations on how to carry out performance appraisal.3.SubjectsThis study base on the strategic development plan of medical colleges, Analyzed the rules and regulations of academic administration departments of medical colleges in Guangdong Province, Including Guangdong College of Pharmacy, Guangdong Medical College, Guangzhou University of Traditional Chinese Medicine Hospital, Jinan University, Shantou University, Zhongshan University, Southern Medical University, etc.8 and other comprehensive medical institutions. Integrate the daily work which the educational administration department involving in, and summed up the responsibility of educational administration department of medical colleges to extract the key indicators of performance appraisal of academic management staff. At the same time, through a questionnaire advice to 19 experts, screen and determine the content of indicators, and divide the weight of indication.4.Method 4.1 Literature analyze:comprehensive understanding of the literature on performance appraisal system by referring to the literature. Draw on previous research results, understand the weaknesses in the current study, to explore how to refer the enterprise performance evaluation methods to the performance evaluation of academic management personnel of medical college.4.2 Practice observe:Participate teaching programs, teaching organization, and leadership practice in educational management department, understand the key content and management measures of educational administration, to provide a reference for determining the key performance indicators (KPI).4.3 Expert consultation:In the course of the study, actively consult experts and professors which relate to educational management to understand the nature of work educational administration, work assignments, job evaluation, and other aspect of educational management. During the consultation, determine key performance indicators that evaluate educational administration staff.4.4 Questionnaire Survey:By questionnaire survey,19 experts and professors were selected, each level of indicators were screened. On this basis, screen and determine the key performance indicators of educational administration department.4.5 Statistical analysis:This study analyzed SPSS13.0.describe the background of experts, approval rate, indicators weight coefficient. By Calculating the Kendall coefficient, determine the consistency of experts in terms of weight.5.Conclusion5.1 Established a KPI's evaluation framework for educational administration department.By analyzing the work of academic departments in 8 medical colleges and university have medical institution in the province of Guangdong, extract four key Content of performance evaluation of academic management staff, including teaching plans, teaching organization, teaching control. Instructional leadership, while containing 4 priorities,18 proposed KPI elements,46 KPI evaluation index.Through questionnaire for 19 expert consultation, analyze the index system determined primarily, while the weights of the division. According to the statistic results, experts agreed the index system established preliminarily basically,and then divide the weight of the index system to differentiate.5.2 Propose and implement strategy on performance management.This paper investigated KPI established for educational administration department, from 5 aspects to propose safeguarding condition about carrying out performance appraisal while 3 questions on running KPI system.Five conditions:(1)make performance target decomposition absolutely;(2) to possess a robust evaluation institution;(3)construct KPI assessment information system;(4)keep monitoring and communication on performance;(5)ensure to carry out performance appraisal.Three point note:(1) the relative stability assessment index based on dynamic should have adjustment Base on the indicator screening and weight division;(2) the perfect organizational culture to create the conditions for performance evaluation; (3) KPI assessment system should match and other system about human resource management.6.SummaryIn the base of fully investigation and higher learning of educational management of medical colleges, this study purpose for establishing the key performance indicators system. Through a survey of 8 colleges, the questionnaire of 19 experts, determine the key performance indicators system which is used to evaluate educational management staff, and discuss evaluation criteria and application of the indicators system, hope that provide references for educational management of colleges.
