The development of the life-long education towards the learning society has become the trend of education today. Continuing education is one of the main channel to the learning society. In the fast developing of the society today, continuing education developing is play an important role to deal with deficiencies of people with ability in the resource city of small or middle size. For this type of resource-based small and medium cities in the state of continuing education in-depth investigation, research and analysis, to solve the current development of continuing education with the social development needs of the sharp contradiction.In this paper, it attempts to address the central issue is the concept of continuing education, management, functions and methods. Xinyu City as the research object, the more careful and detailed research based on revealed the development of continuing education in Xinyu City, the existence of multiple management, fragmented, decentralized educational resources, inadequate investment, poor school conditions, lack of government supervision and co-ordination problems.The Xinyu City, both to manage the development of continuing education has brought new issues, but also managed to bring continuing education opportunities and inspiration, Xinyu City, urgently requires updating the concept of continuing education, management,attitude adjustment,reform mechanisms,transformation of functions, accelerate the pace of rapid development. This paper proposes to strengthen government supervision and management functions, the establishment of the lead agency with authority to integrate educational resources and a series of effective measures for the management of continuing education, Xinyu City, to explore the development of a practical way.
