With the rapid development of information technology today, Network has been integrated into people's work and life in which it has become an important part. Affected by the network, most of our local radio and television has gradually realized networking, digitalization, and information. At the same time the network is reaching out to the field of higher education. In the "National Long-term Education Development Plan (2010-2020)", Ministry of Education explicitly put forward the various requirements about the construction of networking, digitalization in universities. The development of University information system is gradually maturing. College TV media platform is the disseminators of campus information with the public service, non-profit architecture and expensive hardware equipment, for which it is difficult to get rapid development in the program type and program production means. Meantime its extent of the network is also affected, seriously lags behind the regional TV. But forced by the demands of teachers and students on the excellent video courses, campus video news and network transmission in universities, it is necessary the television media in colleges and universities to achieve the network in order to improve the efficiency of the television media production and increase the spread range.Cable Television Station in East China Normal University, for example, this paper analyzes the common problems of the university TV media, as well as the demand for networking, information, integration. Studying the Successful cases of well-known broadcasting and television industry solutions provider at home and abroad, analyzing the advanced technologies of the networking construction in broadcasting and television industry, Combination of new media technologies, based on the non-profit television media platform in colleges and universities, the author designed the production and broadcasting network platform that not only applies to university television station hardware system, but also fits management program with the lowest cost.In the system, the author used advanced network technologies and the technical standards in the construction of networks of the broadcasting and television industry to build a lower cost and higher stability IP-SAN network architecture as the underlying support platform of the network system. Using the ESB+EMB bus structure constructed the business support platform for the network system. With re-division of the college television media sector employees'work, division the system user types, ASP.NET web development technology and SQL Server database technology the author complete the development of this network system.The network system not only includes all links of producing and broadcasting about media program:declaring, auditing, collecting, editing, compositing and broadcasting. But also contains links of media asset management:storage, management, retrieval, browsing, transcoding and cataloging. Designing and construction of the network system is aim to meet the networking needs of universities'television media sector, promote the construction of digital campus, and develop a low-cost feasibility digitalization and networking solution for all small television media.
