Specialty is the bridge of education and society,school and enterprise.What'smore,specialty is the carrier of talents training in schools.Whether the specialtyarrangement is scientific and reasonable or not is directly affecting the school talentstraining, social service and its own development.So the specialty arrangementevaluation and prediction should be strengthen.In planned economy period, Secondary vocational schools arrange specialtiesaccording to the centralized plan of the central authorities and each businessdepartment. In socialistic marketing economy period, Secondary vocational schoolshave the autonomy of arranging specialty; the right of setting and adjusting specialtieshas enlarged. The specialty arrangement is reasonable or not directly affects thesurvival and development of the school. This phenomenon calls for the evaluation ofthe specialty arrangement. With the development of the economic environment, theevaluation of specialty arrangement has emerged some new characteristics, evaluationmechanisms changed from closed to open, evaluation function altered frommonotonous to comprehensive, evaluation subject added from single to diversified,evaluation criteria from unstructured to structured features.This study uses the literature research method, investigation method, factoranalysis research method and so on. It begins from the basic concept of specialty,specialty setting, and specialty evaluation. In this study, the relationship betweenspecialty and professional, work, job has been cleared. On the basis of analysis theeffect factors of the specialty arrangement in the view of the social demand, resourcecondition and norms, we finally build up <The Evaluation Index System of SpecialtyArrangement in the Secondary Vocational Schools>.The system contains three levelsof indicators and begins from four perspective-the social needs, school conditions,specialty condition, norms and eventually select32indicators for specialtyevaluation. The evaluation index system follow the principals of combine reliability and forward-looking, systematization and independency, scientific andmaneuverability, quantitative evaluation and qualitative evaluation.On the perspective of "promoting", the evaluation index system collects andanalysis the information related to specialty arrangement, and then, judges therationality of the old specialty and provides feedback information to new specialty.
