Volunteer service has been one hundred years of history since its existence. During late 19th and early 20th century, volunteer service was not only supported by the government but also well known to the masses in western developed countries. China began to carry out large-scale volunteer service in late 1993 when the Central Communist Youth League started China Youth Volunteers Activity, in which college and university volunteers are the main force of the young volunteers. University volunteer service has become highly influence in the universities and awareness of the students'welfare activities, and the number of participants is growing each years. With time passed, volunteer activities from the university volunteers are not limited in school activities. Some volunteers participated in social voluntary services with non-governmental organizations. In recent years particularly, as China's comprehensive national strength, a variety of major sport events and international conferences were held in China, in which the university volunteers played an important role. However, volunteer activities from university volunteers appear to highlight formalism which was influenced by many different factors. Many volunteer activities have remained mostly on the surface and poorly on the effect. These volunteer activities were mostly sporadic and lack of continuity. On the surface, both the number of university volunteers and their enthusiasm to the volunteer service increased gradually every year. But in fact, a number of volunteers in the volunteer activities are often "lost" before the end. The rising of "dropout rate" seriously restrict the development of volunteer service. So how to control the "dropout rate" and inspire enthusiasm of the university volunteers has become the main problem for the university volunteer service.This essay mainly investigates volunteers from three universities in Changchun and analyzes the results with the theory of incentives.Firstly, this essay investigates the motivation from the university volunteers to participate volunteer service. Secondly it investigates energisation modes, the implementation of policies and regulations from the government, schools and community to the university volunteers at present. Then it also investigates volunteers degree of awareness of incentives and motivation of University volunteers. Finally, this essay analyzes the results of the survey with the inspired five forces model. The survey revealed that the incentives which are given from the current government, schools and community to the university volunteers are relatively simple in the manner and means, while the existing incentives are also implementing the shortfall. This has led adverse external environment for university students participating volunteer service. According to the results of the analysis, this article suggests, first, from the government level, government needs to improve laws and regulations related to the volunteer service; perfecting the system of university volunteers social security. From a social point of view, the public should raise awareness of volunteer service from university volunteers; media should increase publicizing volunteer service activities of university volunteers. From the responsibility point of view, schools should improve the relevant protecting system and carry out relevant training, and create a psychological contract with university volunteers; build network management. From the perspective of volunteers, they should improve self-awareness of volunteer services.
