In today’s political and economic environment, the incentive is a problem what every organization must face. An organization incentives will lead to a comprehensive impact, the impact will be the organization’s competitiveness or development potential. For the managers of an organization, the incentive is one of the most important problems in the management, and also has a very big challenge. After the reform and opening up, the colleges and universities have gradually established pattern of the dominant position of teacher, under the conditions of a market economy. College teachers in colleges and universities have to assume the task of teaching, but also to undertake research tasks. The current there are difficult to unified contradictions between the universities and the teachers. Colleges and universities as a school principal first should give full consideration to their own needs and interests of the teachers. In addition, the colleges must have a certain incentive and restraint mechanisms to their teachers. Colleges and universities must establish a reasonable salary incentive programs to fully mobilize the enthusiasm and initiative of teachers.This paper studies on the college salary system reform as background and uses the comprehensive utilization management, organizational behavior, psychology and other aspects of the theory. The paper analyzes the existing literature and information. The article studies some colleges and universities in the salary management system and draws foreign countries college incentive pay system. Then the article summed up the problem of domestic colleges and universities such as compensation management and salary management system. Finally, we are from two different perspectives of university administrators and government policy makers to improve the college incentive pay system views, and tries to inspire the reform of the system to provide a useful reference for domestic colleges and universities pay.This article aims to build a rational, scientific, university teachers motivating incentive pay system. Construction of this system are able to mobilize the teachers teaching, the huge potential of the research to produce healthy competition so that the teachers teaching level, the level of scientific research, the ability to work, and so there will be a very large increase, to promote the realization of the value of individual teachers to promote college strategic objectives implementations. This system can guide the direction of teacher innovation, and enable schools to certain school effectiveness, teachers will be able to obtain reasonable labor income, and teachers can feel at ease to work, give full play to the initiative of teaching, research, and promote the advancement of university teaching and research. This is a very good theoretical significance to improve the level and quality of domestic higher education.
