The Value Orientation Of The Social Security System Research

During the early stage of reform and opening-up, a policy of the reform of social security system, which has been introduced serving as the supplementary measures of the reform of SOEs (state-owned enterprises), went through a phase of from the preliminary recovery to the adjustment.Following from that, in1993, the social security system was decided as one of the five pillars of market-directed economy on the Third Plenary Session of the14th CPC Central Committee, and since then the efficiency orientation has been the major salient point in the social security system construction, which served as the supplementary measures to the reform of economic system.More than30years of reformations and developments have brought to China persistent economic growth and enormous social wealth, however, if we view from another perspective, many social issues such as the increasing gap of the social income distribution, the corruption and so on, have been more prominent than ever before.Under these circumstances, to improve and perfect the social security system in order to narrow the gap of social income distribution and ensure the social equity and justice has became a project of great historic significance.The value orientation of social security is precisely the potential criterion value to direct the establishment, the development and reformation of the social security system. A great many social security practices at all the times and in all over the word have proved that, the philanthropy under informal system at the very start developing into formal institutional arrangement up to the present, diverse values orientation and concepts virtually play a dominant role on the practical activities of social security and the institutional improvement. The value orientation of social security is a multi-dimensional system, including various value options not only from the diachronic, macroscopic vicissitude perspective but also on the concrete organization of social security system in a horizontal, specific historical period. Interwoven mutually, the longitudinal and horizontal value options constitute a riche and stratified value system.From longitudinal looked that, a country's particular economic, cultural and historical background provides specific conditions for the construction of social security system which has to adapt these conditions and gradually changes along with the society's development. Since the implementation of reform and opening-up policy, our country had been unable to balance the fairness and efficiency simultaneously in the course of measured transition of marketization, we need to give prominence to the efficiency value orientation within a certain period. While the social economic environment changed, especially the tension of society is enlarged owing to the disparity of income distribution, the social security system requires higher attention to other value orientation such as justice and democracy. From the lateral view, the value orientation of social security refers to the choice of value orientation in the micro-mechanism design of the social security system during a specific historical period (e.g. the design of social security financial system needs to comply with the principles of efficiency value), thus provides a long-term and stable material basis for the social security system.
