In order to attract talents to participate in educational undertaking,encourage existing teachers to beengaged in the long-term teaching profession and promote education balanced development,December21,2008Premier Wen Jiabao hosted a State Council executive Meeting recently,considered andapproved in Principle on Compulsory school guidance for the implementation of performance Pay.Sessiondiscussed and approved this opinion that from January l,2009, and make sure that the average wage ofcompulsory school is not lower that the average wage of local civil servants, while granting living subsidiesto Compulsory school retirees. The promulgation of this policy has caused public concern over teachers'performance. The implementation of the compulsory education Teachers' Merit Pay is an importantmeasure to the human resources management reformation,it conform to the basic spirit of "NationalEducation Reform and Development of Long-term Plan Programs",it will make an enhanced effect to thedevelopment of compulsory education through reflect and perfect.By consulting and analyzing relative documents about teacher pay system in China,this article setsout from studying the teacher's wage system reform of ordinary primary and middle school, clarifies thehistorical changes process of teacher's wage system reform, analyzes the background,achievement anddeficiency of the wage system reform. The article combines the practice research, it analyzes the currentsituations and problems existed. To combine the theory and practice, it analyzes the reasons why theseproblems produce. On the basis of research conclusions, the article gives several suggestions against thequestion that the teacher's wage system of primary and middle school existed and for further reform.The structure of this article is divided into five chapters:Chapter one: this chapter brief introduction to the background of the wage system of primary andsecondary school teachers in recent years, significance, research methodology and literature review.Chapter two: this part describes the definition and theoretical basis of the theory of wages.Chapter three: this part reviewed and summed up the development process of the teachers' wagesystem at home and abroad, by contrast comparison, to identify the foreign wage reform enlightenment.Chapter four: this part introduced the current situation of implementation of the system of primary and secondary schools pay for performance, and investigate the performance pay system in the implementationof the problems in the process, analyze the cause of the problem, and finally summarized the way out of theteacher performance pay reform.Chapter five: this part mainly from the government, school, the teacher himself three angle, putsforward performance salary system reform countermeasures.
