The Research About Evaluation Index System Of Private Social Work Organization In China

Evaluation, as an effective perspective and way for improving the development of social workorganization, has achieved extensive application and considerable success in the development ofoverseas organization of social work. However, in spite of the rapid development momentum of privatesocial work organization in China, we are still confronted with predicament in many aspects.Meanwhile, evaluation has not been an effective method to improve the development of private socialwork organization in China and the research related to it is in a state of vacancy in social workacademics. Based on these, this research aims at laying a corresponding foundation on theory andexperience for the improvement of private social work organization as well as its evaluation research inthe future, through the research about evaluation index system of private social work organization inChina.Aiming at providing a set of general evaluation index system for the development of private socialwork on a national scale, we have chosen five social work organizations as research subjects founded bythe China Association of Social Worker after Sichuan earthquake and conducted research about them.Generally, this dissertation belongs to the category of empirical research but it contains theoreticalcontent to some degree. Therefore, its method is empirical research mainly, supplemented by theoreticalresearch.This research adheres to the path of "innovation—application—reflection". Firstly, the theoreticalframe of evaluation of private social work organization has been constructed and the assumption andcontent of evaluation index of private social work has been proposed through the combing andretrospection to the documents, which shows the important innovation compared with the precedingresearch. Secondly, the initial evaluation practice has been valued and explained through the empiricalresearch on associated personnel in five social work organizations, which is the application part of thisresearch. Thirdly, the result of empirical research has verified and enriched the theoretical frame as wellas index assumption of evaluation proposed in the prophase. Then this dissertation has established theevaluation index system of private social work organization. In the end, the problems and reasons ofevaluation of private social work organization have been analyzed and corresponding strategies havebeen proposed. The last two parts are the reflection part.According to the achievement at home and abroad, combined with the evaluation research andpractice the author involved in, this dissertation has proposed the theoretical frame of evaluationconstituted with six evaluation modules: strategic plan and goal, governance structure, institutionconstruction, capability construction, operational mechanism, sustainable development of private socialwork organization, on the basis of the perspective of static and dynamic analysis about private socialwork organization. Meanwhile this dissertation has further established evaluation index system ofprivate social work organization including6first-grade indexes,35second-grade indexes,70third-grade indexes.There are8chapters in this dissertation. The introduction part has elaborated the backgrounds, questions and significances of this research. The first chapter has combed relevant research at home andaboard and provided necessary basis for this research. The second chapter has introduced main content,idea, method, framework of this research. The third chapter has established and illustrated the basictheory of evaluation of private social work organization. The forth chapter has theoretically analyzedand explained the evaluation index and practice established in earlier stage. The fifth chapter hasresearched empirically and reconstructed the evaluation index of social work organization. The sixthchapter has revealed the problems as well as impact factors of evaluation of private social workorganization and proposed improvement strategies. The epilogue has showed the innovation anddrawbacks of this research as well as the direction in the future study.Although it has innovational significance on the theory, perspective and content for the research,this dissertation still has some deficiencies and there's more that needs to be improved. The research ofevaluation of social work organization still has a long way to go.
