In the planned economy period,the social welfare of our country has been managed by the government.With the reform of social welfare system,and its gradually changing to the mode of "multiple welfare",the support of social welfare services has also begun to change from government-sponsored services to government-purchased services.That is to say,the original public services directly provided by the government has been gradually replaced by the government-purchased services from qualified social organizations,who provide services to the public.As a kind of social organization,social work organizations play an important role in this new way.With social work professionals as the main body,adhere to the purpose of "helping others to benefit ourselves",by the comprehensive use of social work expertise,methods and skills,social work organizations carry out a series of professional services such as difficulty assistance,humanistic care and correction,so as to help the consumers realize the difficulties they are facing and solve the problems for them.Social work organizations have established good cooperative relations with the government in providing social welfare services.As a capable assistant of the government who serves for the public,it has promoted the functional reform of the government in the social welfare system.There is still a long way to go for the development and construction of social work organizations on the complement and improvement of the social welfare system.Social work organizations shoulder the important mission of serving the society,which requires that the research on performance appraisal of social work organizations should keep up with the pace of institutional development.By the performance appraisal,the achievements and advantages of social work organizations will be better demonstrated,meanwhile their own problems and shortcomings will be exposed.On the one hand we will be precautious beforehand,on the other hand we will be stimulated potentially and get improved in the management system within organizations,so as to elevate the transparency of social work organizations,and enhance social credibility.JH Social Work Center is the first demonstration unit for social service in the autonomous region,and it it has gradually developed into the best helper of local government by the implement of diversified social work services.Taking JH Social Work Center as an example,this paper aims at the construction of the performance appraisal system of social work organizations.By learning from the existing research results,drawing lessons from the conceptual foundations of performance appraisal,according to the relevant theories and the national policies and norms on performance appraisal of social work organizations,this paper defines the content of performance appraisal of social work organizations,and constructs the performance appraisal system with the goal of fulfilling the mission of organizations and realizing sustainable development.Through the selection of evaluation indicators and the measurement on the importance and feasibility of the selected indicators surveyed by experts,a sound and effective performance evaluation index system will be established,together with the use of hierarchical analysis given by weight on indicators,to construct a complete performance appraisal system.At the time we calculate the appraisal results,the raw data need to be non-dimensionalized in advance for bringing in the index system to calculate the performance appraisal score of the organization.According to the performance appraisal of JH Social Work Center over the past three years,it is concluded that the overall development of the organization is excell ent,including the sustainable level of guaranteed service and the gradual fulfillment of internal governance system.But there are still some shortcomings in development,which is to say the insufficient professional absorption capacity and the long-term development capacity.The research shows that it is very necessary for the construction of performance appraisal.The performance appraisal of social work organizations will help highlight the achievements of organizations,including the expose of the organizations' problems,which is for the provision of the basis for the good development of social work organizations,with the hope to attract the attention of the government,so as to the system environment of performance appraisal of social work organizations will be improved,acting on the assistance for the development of organizations and the promotion of the construction on social welfare system,in the end benefiting the people.
