The Chinese communist party has always put"Three Fs"issue as a focus of the work. After the founding of the central government, we have continuously reformed and perfected the rural economic development policies in order to promote agricultural development, rural progress, and farmers being rich.Began in the early fifties the rural land reform movement, abolished the feudal landlord private ownership of land, the majority of farmers turning over their land has greatly aroused the enthusiasm of agricultural production. From 1953 to 1956,the movement of the socialist transformation of the ownership made the peasants took to the road of socialism, creating a new starting point for rural development in China. But in the subsequent exploration of the modernization process of the road, Mao Zedong and other central leaders anxious hastily launched the "Great Leap Forward" and the people's commune movement, brought great impact on the rural economic development. Deng Xiaoping affirmed "the big contracting", taking the household contract responsibility system as the leader changes in rural land management, lead farmers into the new era of the reform and opening up. And he Also abolished the old system of people's communes in rural areas, greatly emancipated productivity in rural areas. Jiang Zemin stabilized and improved the household contract-based system by the combination of the two-tier management system. In face of a large agricultural market trends, the CPC Central Committee also proposed taking the road of industrial management of agriculture, optimizing agricultural distribution, promotion of agricultural development, agricultural modernization. Into the new century, since the Sixteenth Congress the Party with Comrade Hu Jintao as general secretary of the CPC Central Committee continues to promote the new rural tax reform .in 2005 completely abolished the agricultural tax which has existed for a long time stimulating the majority of farmers in agricultural production initiative. NO.1 file for several years have made increased investment in rural areas of detailed planning, and constantly push forward the agricultural and rural economic restructuring, deepening of the grain circulation system, the land requisition system and rural financial system, for building a new socialist made in rural areas policy guidelines.This article summarizes the history of the rural economic development policy, and conducted more in-depth analysis of the historical evolution of these policies dialysis followed by the basic law, combined with the new characteristics of today's rural development and rural development faces the actual situation on the future economic development in rural areas put forward some positive suggestions.This article is divided into seven parts, the brief contents are as follows: Preface. This study focuses on the significance of some results of domestic research and research methods. The first part of the analysis with Comrade Mao Zedong at the core of the first generation of central collective leadership of rural development policies. The second part of the review with Deng Xiaoping as the core of the second generation of central collective leadership of rural development policies. Part V, by summing up the party central leadership's previous rural economic policy, analysis of the policy stance, viewpoint and method, the historical evolution of the policy obtained some ideas. Part VI, with the current development of rural economy and the new characteristics of the new century the situation facing provides some recommendations.
