"Sandwich" Group In Beijing Housing Security Issues

In 1998, the State Council of PRC handed down a document,"The circular on further developing the reform of urban housing system, speed up the housing construction", which officially announced stopping the physical allocation of housing and our country gradually implements the monetization of housing distribution, establishes a new housing system which take the market as the characteristic. After more then ten years development, Beiiing has initially formed a multi-level housing supply system,which is "minimum-income families rent low-rent housing, low-income families buy affordable housing, middle to low income families buy limited-price housing and other high-income families buy commercial housing". But, because of the (?)sing security system was still imperfect, with the housing price rising, a new group appears in the city housing demand:the sandwich class. They are not qualified for the application of affordable housing and cannot afford to buy commercial house, but they face with urgent housing needs.In this paper, on the basis of introducing the housing research of the sandwich class in domestic and abroad, defined the concept of sandwich class and probably estimated the scope of sandwich class in Beijing. We investigated the sandwich class's present housing situation and demand by questionnaire survey in Beijing. We find out that the housing level of sandwich class is obviously low than the average level of resident in Beijing. They have tremendous pressure to pay for the housing loans and rents, the distance from home to company is too long and so on. These housing problems are needed to be solved urgently. At the same time, this paper analyzed the factors which affects the housing demand of sandwich class and the demand characteristics of buy or rent housing respectively. Based on this, contrasted it with present housing supplies situation aims at sandwich class in Beijing, then discovered the flaws of the housing supplies. Finally, this paper proposed the suggestions to solves the housing problems of sandwich class in Beijing.
