Study Of Telecommunication Carrier's Post Engineering Project Evaluation System

Telecommunications industry is one of the country's infrastructure industries (eg. energy, transport, information services and utilities), and the telecommunication operators are generally important large-scale state-owned enterprises in China. Improving theEnterprise governance, protecting national investment, and making China a powerful information country are important duties and responsibilities for each carrier and such works are quite critical for the long-term sustainability and development of China's economyMeanwhile, the increasingly competitive telecommunications market from monopoly to full liberalization of the telecommunications industry in China has gone through several re-integrations. Currently, three major integrated telecom operators are formed to compete each other in the market. Such competitive environment urges operators to transform their investment management from extensive investment to precise investment. Building an effective investment efficiency and quality control framework has become efficient and effective means of capital operation. As the China's telecom operators face own development, market competition and capital markets etc. different pressures, they must frequently improve the ROIs. The post implementation review is one of important means to improve investment efficiency, so it is quite necessary to pay attention on such work by each telecom carrier.In this paper, base on the evaluation of existing theoretical methods of analysis and research and the combined telecommunications operator characteristics of the project, the author made a constructional exploration over the methods and operational maneuverability for the post-implementation review and also provided own improvements ideas. In addition, the author commented the current content of post-implementation review for telecom projects from different views of angles and specially highlighted the influence of the post-implementation review report over the after assessment experience accumulation and guidance.
