This paper main describes the basic theory of agricultural insurance and bases on the economies and insurance theory, we summarize the business models of America,Japan,Western Europe,The former Soviet Union and some developing national, and also summarize the current agricultural insurance business pilot models in our country. Successful experience of agriculture insurance development in domestic and foreign countries, and analysis the situation of formation of our"agriculture, countryside and farmers"insurance service, this paper draws a conclusion that"agriculture,countryside and farmers"insurance in China should choose that the commercial operation, the agency policy-related business, operating a large agricultural insurance as comprehensive agricultural insurance business model. At the same time, through we Analysis the advantages, constraints and other aspects of the comprehensive agricultural insurance business model, we proposed how to improve the relevant policies and proposals, and laid a good foundation for the comprehensive agricultural insurance business model can implement smoothly.
