Sichuan has more than 8,000 million people as the western region agricultural province, rice has always been the most important staple food, it is essential to ensure its own food security. Sichuan is the eight major grain-producing provinces. Rice is the main food crops in Sichuan. Sichuan food security in rice production is the top priority, and also the income of the farmers in Sichuan Province is currently one of the main components. Therefore, whether from the perspective of ensuring national food security, or from increasing the income of farmers to solve the "three rural" issue of view, to further improve the competitiveness of rice industry in Sichuan Province, stronger and excellent rice industry are of great significance.This article is divided into five parts. The first part describes in detail the background and significance of this study, the second part is more specific overview of the domestic rice production, consumption and trade of the relevant literature review, and the strength of this foundation and core concepts defined. Third from the production of natural conditions, regional distribution and cost-effective and so the current account of the development of rice industry in Sichuan situation, the fourth part of the first three parts in the context of the use of this section in a large number of tables and data from Sichuan Rice factor endowments, production scale, production structure, productivity, market-oriented and ecological aspects of the country six major grain producing provinces were 8 Comparative Advantage, that the rice industry in Sichuan Province, compared with the national average slightly An edge, but through comparison of other rice province, on the whole still in a backward state._Part V of this paper through the design of questionnaires, field survey 3 rice cultivation in Sichuan county (Santai County in Mianyang City, GUANG'AN CITY, Deyang City River County) of 300 households as the research object, the new technology of rice farmers Intention to do an empirical analysis, the results show:the older respondents, the more difficult to accept the new rice cultivation technology; the higher level of education, the more likely in rice cultivation in the use of new technologies; aspects of new technology in the increase More confidence, more receptive to new technologies; farmers and agricultural workers expressed confidence the vast majority of agricultural experts, agricultural professionals to adopt new technologies to farmers has a positive impact on the decision-making.In summary, this paper puts forward to enhance the competitiveness of rice industry in Sichuan Province Suggestions:(1) promote the appropriate scale of land transfer; (2) to strengthen water conservancy facilities, reduce the loss of rice industry tolls; (3) Rice farmers in the new professional and technical training, training to adapt to modern agriculture industry development of new farmers; (4) increase research and development efforts and establish a sound service system in rice technology, to develop high quality rice cultivation.
