Tourist hotel is a labor-intensive industry in which staffs are directly involved in the service process and provide face-to-face service to customers. The characteristics of the hotel service requires human service to reside in the dominant position, because only high quality human resources are able to provide consumers with high quality and satisfactory service,and meet consumers' growing personalized service requirements. The excellent hotel employees will be able to bring the bright prospect for the tourist hotel industry. In a word, the tourist hotel must pay high attention to the development and management of human resources, and make it one of the cores of the tourist hotel strategic businesses.Nowadays, the tourist hotel market of Shandong Province is gradually turning into the buyers' market and the competition is much fiercer. The traditional developmental model has tended to falls behind. Human resources has become a dominant factor of competitiveness and sustainable development in tourist hotel. Shandong tourist hotel industry has its regional features and problems in the developmental process of human resources. In this thesis, we pay close attention to: how to exert regional characteristics of human resources in Shandong; solving the integral problems existing in human resources development; strengthening the competitiveness of Shandong tourist hotel, and ensuring the tourist hotels have a sustained, rapid and sound development. The innovations of this thesis lie on, on the basis of improvement of current human resource development, how to exploit the highly competent and comprehensive personnel, optimize the structure of high-quality talent, and promote the quality of overall tourist hotel personnel.The thesis research relies on the two projects:"Tourism Human Resources Survey on Shandong Province" and "The Friendly Hotel Marketing Alliance in Shandong". We obtained the human resources data of Shandong hotel industry from the first project, and utilized the interviews of the second one. Firstly, we analyzed all the data in four categories:the basic characteristics, quality characteristics, working years and salary structure. On the basis of the analysis, we achieved the current status of the human resources of Shandong tourist hotel, and reached six conclusions. Furthermore, we sorted out and analyzed the problems and causes of human resource development in Shandong tourist hotels through investigating literature and drawing on the knowledge and related models of human resources management. Finally, we proposed the establishment of correct concept in human resource development and the developmental strategy of integrating the government's macro control and tourist hotel industries micro-adjustment.
