Research In Mode Of Tobacco Monopoly Tobacco For Tobacco Control

The harm of tobacco as the most serious social and health problems is getting more and more people's attention. With the sign of "The Framework Convention on Tobacco Control", more and more countries join the ranks of the tobacco control. The World Health Organization (WHO) estimates that there are 1.3 billion worldwide cigarette smokers at present and a daily average of more than 8000 people die from smoking-related diseases. At present, for many years China has kept seven "world first" in tobacco issues including tobacco planting area, tobacco purchasing volume, cigarette production, cigarette consumption, the number of smokers in the world, tobacco taxes and the number of people dying of smoking related diseases. This article tries to make a tobacco control mode more suitable for China but long been overlooked. By analyzing the "Tobacco Monopoly Law", this article pointed out the feasibility and significance of tobacco control by tobacco monopoly administration. By comparing the management of foreign tobacco control and the analysis of the current domestic problems and challenges of the new situation in tobacco control,the article also put forward the recommendations for further improving the tobacco control mode of tobacco monopoly, that is, further separation between government and enterprises, the establishment of tobacco pricing and compensation mechanisms for tobacco control orientation, the establishment of a good legal environment, the strengthening of the dissemination of illegal anti-tobacco and tobacco spread, the strengthening of specific health measures of tobacco Specific health measures and so on.
