The rapid development of science and technology makes the scientific and technological talents to become a concentrated expression of the advanced productive forces, between countries and regions to a large extent reflected the competition between science and technology talents as the core scientific and technological strength of competition. In this case, deployment and management of scientific and technological talents become increasingly important. China as the world's most populous country, the number of human resources that has inherent advantages, since reforming and opening, with the rapid development of economic, political, educational, cultural industry, scientific and technical personnel experienced something out of nothing, from weak to strong, a major shift, after several decades of development, currently has a total larger, higher levels of the section level personnel, Even in some areas has reached the world advanced level. However, our current scientific and technological talents configuration and management practices are still followed to some extent, the practice of the planned economy era, the performance of the government's too strict for talent management, "iron rice bowl" thought residue, material incentives is not enough, there is the phenomenon of out of line with the socialist market economy.In spite of the continuous innovation in recent years, not yet been completely out of the path of the past, science and technology talent, and bondage can be greatly constrained.The advent of the knowledge economy configuration and management of scientific and technological talents made high demands and challenges, scientific and effective management model, can greatly stimulate the enthusiasm of scientific and technological talents, initiative and creativity, played a multiplier effect; the contrary, it will suppress the growth and development of human resources, resulting in the potential talent is hard to make, resulting in a waste of talent.The dissertation based on the talent theory, the human capital theory, the science and technology management theory, from analyzes our country science and technology human resources management present situation and the question obtains, horizontal comparison of foreign advanced experience, propose management of the overall model and the strengthening of regional S&T human resources and management capacity response strategies, and building a regional science and technology from the micro-level human resources and management of the evaluation index system for the future of science and technology human resources management to provide useful references. Full thesis is divided into eight chapters.This dissertation has completed the following research workFirstly,the dissertation carried on systematic study about the basic theories on technological human resources allocation and management,including manpower capital theory, human resources theory, theory of talent studies and technological talents management theory ect,which act as basic theories of technological human resources allocation and management. Meanwhile, there was a lateral international comparation on technological human resources allocation and management, and it also probed into the experience of technological human resources allocation and management, including manpower capital theory in United States, Japan and Germany in order to offer reference for dealing with similar structural problems in future.Secondly, this dissertation adopted the method of combining the qualitative analysis with quantitative analysis, and analyzed status quo of technological human resources allocation and management in China, including overall mode, operation mechanism, achievements and problems. This article has established an evaluation system of technological human resources allocation and management from four aspects,including potential capacity of technology, development capability of technology, input-output capability of technology and contribution capability of technology, which provided quantitative study tools for the evaluation of technological human resources allocation and management.Thirdly, this dissertation gave a series of fundamental strategies to the existing problems of technological human resources allocation and management, including pushing forward the construction of technological talent market, improving macro control of government over technological human resources allocation and management and intensifying the development and utilization of technological human resources of unit.At last, technological human resources allocation and management in Jiangxi Province has been researched.
