The Research On The Development Of Changsha-Zhuzhou-Xiangtan "3+5" Urban Agglomeration City-rural's Integration

Urban and rural are two dependent areas which are affected by each other. The two districts are completely different in many aspects, such as economy, society, social life and culture and so on. They have inner demands for coordinative and balanced development, but inevitability, they have frictions and opposites, the development laws between city and countryside are transformed from separate and opposite to open and harmonious, and eventually form an integrated urban-rural area. But in China, due to many factors, city and countryside are isolated by human , and form a typical urban-rural dual structure. So, how to crack this structure and harmonize and promote the progress of forming an integrated urban-rural area is a subject for China. The development of the Changsha-Zhuzhou-Xiangtan "3+5" urban agglomeration is on the startup stage, and its development shoulders the mission of the rise of Hunan province, but the incongruity during the development process is hindering the progress of urban-rural area's integration and reducing the development speed and quality.The paper focuses on the development of Changsha-Zhuzhou-Xiangtan "3+5" urban agglomeration's integration, instructed by theories of regional economics,development economics,econometrics and so on. By elaborating the scientific connotation and theoretical foundation of urban and rural integration,the paper forms an evaluation index system, makes empirical analysis by adopting principal component analysis and contrastive analysis to explore this urban agglomeration's development level, obtains the relative position of the process of integrated development of urban and rual areas in the Changsha-Zhuzhou-Xiangtan "3+5" urban agglomeration, and analyses the deep-rooted reasons for the unbalanced urban and rural integration, on the basis of the analysis, the thesis puts forward countermeasures and suggestions to the Changsha-Zhuzhou-Xiangtan "3+5" urban agglomeration's integration of urban and rural areas: promotes coordinated development of urban and rural areas by scientifically formulating the plan of integration; promotes the development of integrated urban and rural areas by institutional reformation; plays a leading role of the town's radiation by speeding up urbanization; advances overall the development of integrated urban and rural areas by government transformation.
