Shanghai Construction Of Affordable Housing: Policy, Process And Issues

Housing is one of the basic and essential factors--- food, clothing, housing and transportation, to name a few ---, on which humans depend heavily to live. Significant achievements have been made in the field of house construction and the house reformation since the establishment of China. However, with the resource of land becoming scarcer and scarcer, the urban housing prices keep increasing, causing housing problems of the middle and low-income groups in city. Consequently, our government gradually improves the social security system of housing in large scale, and also begins to construct low-income housing. As a metropolis heading forward the world, Shanghai has been exploring and practicing in constructing low-income housing projects. Based on the low-income housing sites, Shanghai has been promoting the construction of buildings for those with low income, and has yielded primary results. But at the same time, in this process, there are also some problems. Grounding on the nationwide scope, this article studies and analyzes the following aspects in this field:the background of this specific social security system, the process of the construction of low-income housing projects, and the problem existing in the previous process, for which the writer make some suggestions.The article consists of six parts. The first part representing the research background of the problem and the significance of this study. And after retrieving documents, this part also introduces and analyzes the situation of study, both domestic and abroad, and the relevant theories of the low-income housing construction, ending with the academic methodology and the structure of the article.The second part comprehensively introduces the evolvement of the housing problem in our country, along with the sketch of the housing security policy for this problem.The formation of the previous system in Shanghai and the process of the promotion of this particular kind of housing are included in the third part.In the fourth part, with detailed investigation and survey as basis, the writer analyzed the overall problems in the specific constructing process.Introducing the abroad experience in housing security and construction, the writer also summarizes the enlightenment of the housing security system in foreign countries.The article ends with the suggestions made by the writer for the system, considering the experience from abroad and the particularities in Shanghai.By profoundly analyzing the policies, process and problems of the low-income housing in Shanghai, the article hopes to offer wise advises for the construction, to improve the policies and the system, to promote the carrying out of the system, and to enable more low-income residents to realize the dream of having their own houses.
