Try to minimize the uncertainty that various restricted policy brought, has become the universal puzzle urgently need to be solved.This paper take Jiaxing's urban and rural development practice as the research object, analysis the main methods and main problems, clear its staged construction goal and the emphasis, then do a systematic discuss for Jiaxing's coordination of urban and rural development. The paper is divided into five parts.The first part is the introduction of research background and significance of coordinated development of rural and urban. The concept of urban and rural development and related research in recent years the coordinated development of rural and urban works and literature is discussed and introduced. The second part explains the related theory of coordinated development of rural and urban, putting forward the theoretical basis from three theory angle, which are Population Orderly Flow Theory, Step Landtax Theory and Public Choice Theory. The third part analysis the status quo of Jiaxing's coordinated development of urban and rural, points out its significance of innovation. Then do self-examination of the existing problems and analysis the causes of the problems. The fourth part lists the main characteristics of Chongqing, Wuhan, Foshan these three areas the coordination of rural and urban development which Jiaxing used for reference and worth. The fifth part based on present situation of Jiaxing urban and rural development, from the establishment of policy stability mechanism, multi-channel broaden financing source, perfecting the community management system, optimize public service mechanism, improve the ability of urban and rural residents incomes, these five factors to further puts forward the countermeasures of Jiaxing's coordinated development of urban and rural.
