State-owned assets are the material basis of the socialist economic system. State-owned economy, which is built on the basis of state-owned assets, is the leading force in the national economy, and is the starting point of national macroeconomic policies. Operating income of state-owned assets is the main source of state revenue. There are three types of state-owned assets in China, including operating state-owned assets, administrative state-owned assets and state-owned resource assets. State-owned resource assets incorporate the mineral deposits and water on our territory, as well as the forests, mountains, grasslands, wastelands and tidal flats which belong to the state according to the Constitution. State-owned resource assets are rich in absolutely quantity, while scarce per capita. From an economic point of view, resources are first and foremost kind of wealth, those are assets, which do have value. But China's traditional national economic accounting system does not reflect the value of resources. Together with economic development, the cost of resource consumption is too high. Early in the 1960s, western countries have began to recognize the importance of coordinated development of human and environment. Since 1949, China was 'cross the river by feeling the stones' all the time in the management of state-owned resource assets. After decades of exploration and several administration reform, the theoretical system is still weak. Management system is not smooth, and endless conflicts of interest are caused by the system. The absence of ownership has long been a chronic problem which is unresolved. The quantity of resource assets is not clear, and the comprehensive utilization rate is excessively low. Resource assets are consumed too fast. As a factor of production, the price of resource assets has long-term deviated from the standard price system of market economy. Dominated by the ideology of 'public owned, public utilized', many resources are exploited but not protected. State ownership cannot be reflected in the economic sense. Many resource-rich western regions cannot get out of financial difficulties. All of the above have seriously hampered the comprehensive, coordinated and sustainable development of national economy. Party Plenum in 2005 brought forward'to build a resource-saving and environment-friendly society' for the first time. This concept was emphasized again as one of the top ten tasks in the twelfth 'Five-Year Plan'. These have demonstrated the country's determination to commit to a sustainable development. In foreign countries, there are various property types, which is very different from those in our country. Therefore, we cannot just copy the experience of developed countries. But in general, there are four international trends on state-owned resource assets management. They are integrated management instead of decentralized management, combination with resource industries management, collaboration with ecology and environmental management, as well as innovative of management concepts and tools. To mend the deficiencies that exist in our practical work, this paper put forward four suggestions for improvement. They are implementation asset management, establishment of a unified administration, reform of resource taxes and improvement of laws and regulations. We must strive to overcome the complexity of the objective conditions, and improve the management of state-owned resource assets to a new level. Only by this means can we push the national economy into a virtuous orbit.
