Research On Dynamic Comparision Of Urban Competitiveness In Henan Province

With the development of the world economy, economic globalization and economic localization have bee promoted simultaneously, economic decision-making has been transferred to international organizations, while to the local governments. The self-decision of cities have greatly increased, in the meanwhile, the importance of political and economic have been the same. The city has gradually become the essential points of the country's economic growth and the supporting point of enterprises. As the the director of United Nations Environment Programme (UNEP) saying "The success of cities is the countries'." Urban competitiveness has thus become the important embodiment of the national competitiveness.In order to improve the "Central Downfall" situation which is caused by the implementation of non-equilibrium development strategy by country,"Central Downfall" strategy has been officially put forward in 2004. Henan province, as the important area of "Central Rise", which is of location advantage prominent, rich mineral resources and culture massiness. Only Henan which is as a advantageous transition zone between the West and the East become the solid anchor, can promote the overall balance in regional economic development trend and complete structure, then the target of national modernization strategy can be smoothly realized. So the study about dynamic change of urban comprehensive competitiveness in Henan since the implementation of "Central Rise" is with strong theoretical and realistic significance.This paper systematically summarizes the theoretical basis and literatures of domestic and foreign about the urban competitiveness on the basic of introducing the research background and significance. According to the present development situation of cities in Henan, discussing the necessity of research for supporting the theoretical foil of the next quantitative analysis and the countermeasures.The Principal Component Analysis(PCA) as the mainstream method for the domestic and overseas scholars in evaluating the urban competitiveness, have been objectivity and practicability. In this paper, according to the principle of the construction of the indicator system and mature urban competition and national competitiveness evaluation index system between domestic and foreign, a set of indicator system scientific reflection the comprehensive competitiveness of the cities in Henan is established. This paper has adopted the quantitative analysis by using many indexes system and obtained the comprehensive evaluation result of the urban competitiveness. Thus the further discussion about the urban competitiveness evaluation has been come into on five aspects, namely Resources Competitiveness, Infrastructure Competitiveness,Economic Competitiveness and Opening Competitiveness.Combined with the evaluation results of Henan province, this paper brings up related policy and suggestions on further improving the urban competitiveness from five aspects:promoting the two big city belt in the leading role of radiation, achieving overall coordination of economic development; improving the efficient utilization of resources, realizing the sustainable development of land resource; strengthening the construction of infrastructure, creating favorable development environment; adjusting the economic structure and improving the mode of economic growth, promoting the economic competitiveness; enlarging the opening level and improving the market competitiveness; developing scientific research, improving the soft competitiveness.
