With the coming of economic integration, the scope of competition occurring among financial industry is getting expands increasing. Especially after the subprime crisis in United States, the economic and financial order was severely affected in the world. Analyzing the way that performance management maximizes profit under the precondition of fund security required by the principals of security, liquidity and profitability, strengthen the performance evaluation system construction of commercial banks are very important. In response to the challenges, H commercial bank of china has drawn up elaborate branch development strategy and persists in the humanist management idea. It has carried on a comprehensive reform of performance appraisal system, a new rank system has been initially formed, and the assessment methods has been further refined, performance evaluation system has been optimized. However, due to the lack of systematic performance management theory, it is true that a lot of problems has emerged because of the new policy. For instance, performance indicators settings are not rigorous, performance appraisal is extensive, personal assessment and team assessment are disjointed, the results using is not comprehensive, performance feedback channel is not unobstructed, and so on, which are affecting the strategic target realization of the bank and suppressing the staff's enthusiastic.This thesis starts from the performance evaluation process design system, research on the organizational structure analysis and job analysis of H commercial bank of china firstly, and then point out the main problems remaining in the performance evaluation process system. Finally, the article makes an extensive design of all kinds of post conduct assessment index and evaluation process, then identify the articulation point of index examining.This thesis is based on the PM practice of H commercial bank of china. Using a scientific method to design assessment index and evaluation process, ensure that performance indicators based on strategic target can be realized. At the time, this paper designs a performance evaluation system which allows the bank to implement the performance management strategy to each branch and various posts. However, only part business is concerned in this paper, other index system and evaluation process design should be refined during the plan implementation process in the further.
