With the development of modern logistics in China, the construction of logistics parks, though with certain risks, is attracting people's attention as a method to ease the city traffic jam, mitigate environment pressure and give a full play to city function. What's more, it can benefit the logistics enterprises and the city in economy and society as well. This paper takes the example of Qingzhou Flower Logistics Park and makes a detailed study of its risk management process, including risk identification, risk assessment, risk management and so on. Therefore, it will provide a theoretical basis and support for risk management of logistics enterprises.Firstly, the paper analyzes the current situation and orientation of Qingzhou flower logistics park. On the basis of it, the paper makes an analyse of the risks it faces with WBS and Delphi method and identifies the major risks of the park are including market risk, technology risk, economy risk , management riskand natural risk. According to various different kinds of risks, the paper evaluates the comprehensive risk of the project with Analytical hierarchy process method, Expert investigation method and Fuzzy synthetic evaluation method. The result shows that risk of the project is in lower level. In the risks, the technology risk, management risk and economy risk are in lower level, market risk and natural risk are in low level. Among them, economy risk is the maximum, the second is technology risk, the third is management risk, the forth is market risk, natural risk is the minimum. Lastly, based on risk identification and risk assessment, the paper takes comprehensive measures to reduce the effects of risks accordingly. To market risk, the project should take measures such as analyzes logistics demand and feasibility; choose reasonable operation way, do logistics park's enterprise immigration; develop customer-centered marketing strategy to reduce market risk. To technology risk, the project should take measures such as choose reliable construction enterprise; choose reasonable construction scheme; through construction by stages and operate while constructing to reduce technology risk. To management risk, the project should take measures such as train managerial talent; through strict management to construction; gain the government's support to reduce management risk. To economy risk, the project should take measures such as raise funds to realize diversification of investment subject and form; research policy deeply to reduce cost risk; enhance the coordination with government and know the change of government's plan and policy to reduce economy risk. To natural risk, the project should take measures such as prevent atrocious weather; improve traffic tradition to reduce natural risk.The paper provides a basis to the project's risk management and helps the manager to reduce risks in logistics park by implement risk management of flower logistics park.
