Ports as the convergence of various modes of transport in the whole transport system plays a very important position, is the hub of the transportation network. With the accelerating process of economic globalization, the growth rate of trade of all countries around the world is rising, and most of the trade is completed by shipping. Port is not only the central link in the transportation network, but also an important part of the economy. The fact shows that, compared with inland, coastal areas are always the first to become economically developed regions. Competition between ports is becoming more and more intense. People are realizing its importance in the national economy, and have increased investment in infrastructure to improve the port's output. But blind to increase infrastructure investment, does not necessarily increase the port's output. Therefore, the measure of the proportion of input and output, that port efficiency evaluation and analysis is particularly important, ports must constantly improve their own efficiency to keep an invincible position between in domestic and international.Qingdao Port as the core port of the Bohai Sea region, its development is rapid in recent years, the cargo throughput of Qingdao Port in 2001 topped 100 million tons to 300 million tons in 2008. Qingdao Port as Shandong Foreign Economic port, is also an important modern industrial base and strong radiation area with financial, economic, trade, information center. To enhance the efficiency of its ports has a very important role in promoting the foreign trade and economic growth of Shandong, North China even the country.By summarizing the literature cite, there are lots of the research methods on the efficiency of ports, the study also made some achievements, especially the application of DEA model. However, many earlier studies using the traditional DEA model to make a comparison among many ports, there is a few researches on a single evaluation of the efficiency of the port. This thesis will firstly apply Window analysis of DEA model on evaluating the efficiency of the port, select 2001-2010 data of the Qingdao Port as the study sample, and create 6 Decision Making Unit (DMU). Selecting length of wharf, number of berths, transport line length of Shandong Province, and GDP of Shandong Province as input indicators, the total import and export volume of Qingdao port and cargo throughput of port as output index, to calculate the numerical value of port efficiency each year. Then, to study development trends of different periods of the same port's efficiency with the Boston Matrix from the horizontal and vertical aspects.
