The fast process of economic globalization and regional economic integration, promote the global industrial transfer and the globalization of production resources allocation. China's economics and foreign trade develop rapidly, China has established the status of "world processing factory", China's port industry develop rapidly, the number and size of coastal ports has also increased substantially. The ports' development can promote the growth of regional economy and the national economy, enhancing regional economic competitiveness.After years of development, China has initially formed the three major port groups: First, to build the Yangtze River delta port group with Shanghai as the center, Jiangsu and Zhejiang for the two wings of the international shipping centre; Second, to build the Pearl River Delta port group with Hong Kong's international shipping center as the center, Hong Kong, Shenzhen and Guangzhou as the main port; third, to build Bo-Hai Sea Bay Port Group with Northeast Asia international shipping center as the goal, what Dalian, Qingdao and Tianjin compete for. Dalian, Qingdao and Tianjin, the three ports have formed their own development characteristics in the competitive process.This paper, based on the method of Granger causality test, analyzed the port conditions and economical environment of the ports around Bo-Hai Sea region , get that the development of hinterland economic will promote the growth of port throughout and the growth of port throughout will promote the development of hinterland economic too. This effect can be sustained 2 to 5 years. This revealed to the rapid development of China's ports, and proves that development of hinterland economic will promote the growth of port competitiveness.Technical efficiency of the port is the measure of the effectiveness of to achieve a minimum investment or to maximize output. Raise the level of technical efficiency of the port of port development is of great significance. This paper, use the method of DEA, analyzed the technical efficiency of the ports around Bo-Hai Sea region. Later, technical efficiency will be analyzed as a factor of port competitiveness.On the basis of above work, based on the theory of competitiveness, this paper analyzed the port conditions and economical environment of the ports around Bo-Hai Sea region, seven ports are: Dalian Port, Tianjin Port, Qingdao Port, Yingkou Port and Yantai Port, Rizhao Port and Qinhuangdao Port. The Influencing factors include basic facilities, port throughput, transportation conditions, hinterland economic and development potential and so on. Then, it establishes a rational system of indicators, on the basis of factor analysis method, and found that, Development of hinterland economic will greatly promote the growth of port throughout of Tianjin port. Qingdao Port has the highest potential in the development of productive capacity. Dalian Port develops conservatively in recent years, but has the advantage in basic facility and production capacity.According to the research in this paper, three international shipping centers of the area around Bohai Rim develop in various factors. In order to build the three international shipping centers and develop the port group of Bo-Hai coordinately, the paper suggest that the three hub ports cooperate on the basis of different competitiveness, promote Bo-Hai region's economic rapid development.
