Human resources, as the most active and important factors in production of our times, has made the competition between enterprises a war for talents. He who owns the top talents will have the privilage in the competition. Training system, as an important constituent of human resources management, is critical to an enterprises existence and growth, which can make employees adapt to the new situation and requirements quickly, so as to enhance core competitiveness of the enterprise.High-speed railway in China has made remarkable achievements in recent years. Railway enterprise has put forward new requirements to its technical staff quality in order to adapt to the needs of high-speed railway operation. Jinan Railway Administration, which plays a crucial role in national railway network, will take over the 350km operating lines of Beijing-Shanghai high-speed railway. Its high-speed railway mileage will reach over 1000 kilometers in the coming years. Since many new technologies and equipments are applied to the high-speed railway, working standards and operation mode have changed and railway technical staff training is facing with a new situation. At present, scientific, efficient and practical technical staff training system should be quickly established to adapt the new requirements of high-speed railway operation, which has become a major subject of railway human resources management.In this background, the paper makes researches in order to establish a technology staff training system of high-speed railway. Documentation and questionnaire, consult information and data statistics etc. are adopted to analyze the basic situation of high-speed railway development and the operational status of Jinan Railway Administration, to investigate the current situation of whole technical staff training and point out existing problems. Combined with requirements of high-speed railway to technical staff, three training targets are made. Based on schools and enterprises cooperation, bureau-level training base and three-level training network of Station-Depot, the systems of organization, course, operation process, effect assessment and implementing guarantee are designed to form a whole system, suitable for technical staff training of high-speed railway operation on the large scale.In this targeted and operable system, the existing technical staff training resources inside and outside bureau are integrated effectively and divided rationally to form an organic whole, which accord with the characteristics of railway technical staffs training and high-speed railway operation. During the rapid high-speed railway development, to establish a mature technical staff training system of high-speed railway will promote the quality of technical staff, ensure transportation safety, improve high-speed railway operation level and increase enterprise economic efficiency. Due to the technical staff training situation of each railway administration is basically similar, this paper will provide the guidance and reference to the others.
