Along with our country economy's development and society's progress, the human resources had already become one of enterprise development capital stocks, immediate influence to enterprise's future development and competitive ability, to control enterprise's cost to grow requests us to control the human resources cost the growth, therefore we argue vigorously seek the measurement system which one kind of control human resources cost grows, while reduces the human resources cost by the time to enhance the human resources cost the use efficiency. In this paper we will depend upon the way research human resources cost control question which the apply theory to reality, the quota qualitative analysis unify, human resources' cost according to its function division is five parts, obtains the cost, the development cost, the use cost, the leaving job cost and the safeguard cost including the human resources, through the division further refinement human resources cost's use's control, finally simultaneously gives the qualitative aspect to the quota analysis's result the supplement, perfect human resources cost control system whole.
