As the developing of the management theory and management practice, one of the main problems that face to manegers what they must solve is how to arousing the work's enthusiasm through effective stimulation. As the continual improving of material level and employee's quality, contrasting to the more attentions beening paid on non-economic stimulation,the disadvantage of economic stimulation is more and more prominent. As the growing of corporate culture, it is necessary that build a stimulation system through a perfect corporate culture. At present theories mostly separate the non-economic stimulation from corporate culture, binding these two together are relatively few. So deeply researching the non-economic stimulation of corporate culture is more important for the developing of manegement theory and manegement practice.This article take FLA company as subject, first analyze the current situation of corporate culture and stimulation of FLA company, then measure the company's corporate culture by OCAI chart, then find out the problem of corporate culture, then analyze the non-economin stimulation factors through the application of rough set, then calculate the importance degree of non-economic stimulation method for the selection of non-economic stimulation method that be good for the construction of corporate culture. Acorrding on those,finally give the non-economic stimulation ways that favor the improvement of corporate culture.
