Controlling project costs and improving efficiency is not only the ultimate pursuit of the construction enterprises, but also the fundamental guarantee of survival and development of the enterprises. The construction companies have experienced "Golden Bridge and Silver Road", the era of high profits, however, they do not pay due attention to project cost control in project management. With the development of market economy, market competition is increasingly fierce, and the construction product is unitary, which is can not be produced repeatedly. The construction is carried out in different natural and social environment, so different projects can only be taken as reference, there is no uniform standard. Only the construction company constantly controls the cost and reduces cost at the premise of assuring the construction quality and safety, can the efficiency of enterprises be improved.Through the summary of cost control of Xinjiang Guohuo Highway Project during construction phase, the author analyzes main problems that the current construction enterprise as well as the Group have in the project cost control, and elaborates the crucial role that the scientific cost control plays in the project management by improving and reforming the problems during construction implementation. In this paper, the current development status and domestic common problems that exist in cost control of current highway construction are taken as the research background, the project management theory and methods are discussed, and finally, the third phase of the Guohuo Highway Project is taken as an example to investigate the establishment of project manager accountability system, the effect that strengthening claims control of the project change can exert on cost control as well as the effect that the earned value analysis method has obtained in cost control.Finally, the project cost control is summarized, and the effect of the cost control of the third phase of Guohuo Highway Project is recognized, which exerts an active impact on the future cost control management of the company.
