Historical and cultural tourism has long been the significant subject in China's tourist development, so it bears great concern. As a dynamic part of Chinese culture, the Jin-Oriented Culture reflects the prosperity of the first capital city of Jin Dynasty, which is different from other Chinese cultures. The unique culture embodies such spiritual values of Nuzhen Nationality as courage, open-mindedness, and initiative, also offering Harbin rich and monopoly tourist resources, by which Acheng District, Harbin, finds the opportunity to develop its Jin-oriented cultural tourism with the supply of quality service and integrated tourist elements, and comes up with sets of the cultural products in the vision of industrial development. It aims at seeing a comeback of the splendid Shangjing, the ancient capital city of Jin Dynasty, and involving the tourists in the history on the scene. The tourists may teach themselves more knowledge, appreciate and experience the special charm of the dynasty. As a unique local culture of Harbin, the Jin-Oriented Culture definitely deserves an all-round research.In the theories related to the historical and cultural tourism development, with the SWOT of resources, the thesis made a comprehensive analysis of the Jin-oriented cultural tourist resources after the field study of the current development situation of Jin-Oriented Culture. The thesis pointed out that the development was confronted with such problems as the development of tourist resources, low publicity, impotent market competition, irregular supervision system, quality product, and low degree of resources integration. The thesis also worked out the reasons for the problems, and drew the conclusion that all the problems resulted from the narrow vision of industrializing cultural resources, and the limitations in the countermeasures of product development. On the points analyzed above, the thesis put forward the proposition that the development of Jin-Oriented Culture was the matter of choosing proper strategies of developing the tourist products, mainly in means of carrying out the culture publicizing strategy by protecting the historical relics and excavating cultural essence; the program design priority strategy by reasonably arranging the development zone; the industrialization strategy by projecting theme packaging; the particular brand building strategy by designing classic tourist routes all year round; the comprehensive development strategy by strengthening local cooperation; the leisure and tourism combining strategy by sampling tourist products; and original culture exhibition strategy by digitalizing the Jin-Oriented Culture.
