The 17th CPC National Congress held that the 12th Five-Year Plan period is a crucial stage for building a moderately prosperous society in an all-round way and a time of difficult issues for deepening the reform and opening-up process while accelerating the transformation of the nation's economic development pattern. Properly setting the 12th Five-Year Plan on the basis of an in-depth and accurate grasp of the changes and characteristics of domestic and international situations is of great significance to further seizing and effectively utilizing our country's important period of strategic opportunities, promoting steady and relatively rapid long-term economic development, winning new victories in building a moderately prosperous society and pushing forward the great cause of building socialism with Chinese characteristics.In the process of industrial development from the quantity of the development to the quality of development, it is extremely important and significant that this paper study on industrial land price mechanism to promote the establishment of a norm and of our next step of the construction industry , because in the process of transfer the land price becomes too low and does not form a reasonable allocation of all kinds of resources.The economic integration process of Changsha-Zhuzhou-Xiangtan is accelerating, however, there is few people think that what effect the land is in the integation process. Therefore, from industrial land prices, business land prices and land prices of Changsha-Zhuzhou-Xiangtan and the relationship between competition and local governments to explore the prices of industrial and formation mechanism, thus leading to the healthy development with other regions of the coordinated development of economy is significant.On the basis of the relevant documents of theory and data of land prices of Changsha-Zhuzhou-Xiangtan Urban Agglomeraions, It is found that industrial land prices and business land prices interact as both cause and effect relationship by cointegration analysis and causality tests. The results based on the impulse analysis and variance decomposition of VAR model indicate that industrial land price has a strong push forward on its own growth, but business land price has a small influence on industrial land price. The growth of business land price also comes mainly from its own impetus, and industrial land price has little positive influence on business land price. At the same time, the investment environment of signals showing introduced into the local governments of Changsha-Zhuzhou-Xiangtan of the game indicates that the competition from the local governments will make the local governments in the prisoner trouble of land price, thereby we propose the industrial land price mechanism.
