Study On Evaluation Of Land Intensive Utilization In Changsha-Zhuzhou-Xiangtan Urban Agglomerations

As we know, land use in Changsha-Zhuzhou-Xiangtan Urban Agglomerations should be improved, the development of economy should be strengthened and the reformation and innovation with "Two-Oriented Society" should be achieved. Based on the theory of Scientific Outlook on Development and the idea of aggregate resources conservation and environment-friendly, start from sustainable theory, land rent theory, location theory, urban planning theory and other point of views, by means of investigate the status of Changsha,zhuzhou and xiangtan's land use structure and utilization intensity, adopt The Analytic Hierachy Process for determining the evaluation index system which include 3 criterion layer,12 feature layer and 18 Indexes, applying Analytic Hierarchy Process for determining the weight of each evaluation Index,after make evaluation indexes being dimensionless, after make evaluation indexes being dimensionless,the comprehensive index of land intensive utilization in the built-up areas of Changsha-Zhuzhou-Xiangtan in 2008. The main rusults as following.(1) The comprehensive index of land intensive utilization in the built-up areas of Changsha,Zhuzhou,Xiangtan were 0.736,0.521,0.541 in 2008 that indicating the land intensive utilization in changsha city in the level of intensively, Zhuzhou city and Xiangtang city in the level of basically intensively, this result shows that the land use was not in the balance in the study areas.(2) The research showed that there was great potential for land intensive utilization in Changsha-Zhuzhou-Xiangtan urban agglomerations, and the degree of land use is influenced by these factors, low land investment, low land economy output, and unreasonable plan rationality and so on.(3) A series of basic thinkings of using land with reasonability were proposed, such as changing economic growth, reforming resources allocation mode, changing government function, creating institution of land intensive utilization.(4) Purpose to achieve "Two-Oriented Society", some countermeasures of land intensive utilization that including carrying out "Two-Oriented" policies by coordinating basic functions of different land, coordinating basic benefits of different land users according to index evaluating system, building environment assessment system of general planning of land utilization were discussed.
