Border trade in Xinjiang Uygur Autonomous Province is its backbone and main driving force. In 1986, the Ministry of Foreign Trade and Economic Cooperation approved the border trade of Xinjiang with neighboring countries, and in 1987, the border trade accounted for only 0.5% of total imports and exports volume. After 1992, the central government granted more preferential policies for border trade in Xinjiang based on the unique geographical advantages, at that time, the border trade took up 42.7% of total. Since 1993, there has been more than a decade that border trade accounting for half of Xinjiang's foreign trade. So that Xinjiang became the second largest border trade province in China. Border trade in Xinjiang impacted directly on the development of the whole trend of foreign trade and scientific and standardized system of border trade policies affected the development of border trade, also the foreign trade in Xinjiang. The Xinjiang's border trade policy continued to evolve and change in the exploration, stirring up argument and being one of the hot spot of management and other disciplines.In this paper, by systems theory and political process theory, the auther is trying to sort out how Xinjiang border trade development, to clarify the characteristics of different stages and content and substances of different phases of border trade policies, the driving force of how the policy changed, analyzing the problems faced by border trade and the border trade policy systems, learning from beneficial experience of the relevant countries and regions in the development of border trade and its policies. At end coming to such conclusion that Xinjiang border trade policy systems should be improved clear as soon as possible and should establish special Port economic zone to give special incentives policy.The first chapter is an introduction, background and significance of the topic proposed research framework and theoretical basis, and previous research results and the conclusion. The second section presents the management system of border trade and three border trade zones of China, the status of Xinjiang and the main border trade, methods and scale, as well as an overview of the effectiveness and role, from the basic level to pave the way for the study. Chapter III clarify and analyze the contents of all stages of policy and conduct assessment to explore the internal driving force. Chapter IV focuses on the Xinjiang border trade four issues faced and the reasons for border trade at the policy level. Chapter V draw the United States, Vietnam border trade of foreign policy experience, as well as practices of Jiegao division in Yunnan, pick up advices for Xinjiang border trade policy. Chapter VI is the conclusion of clearing the position of border trade and setting up special port economic zone to give special preferential policies.
