Research On The Construction And The Operation Of Low-rent Housing System

Along with the acceleration of urbanization, the housing problem has become an inevitable issue to the citizens. The chain reaction, which concludes the elements of population, land-value, and house prices, makes it more and more difficult for the citizens to satisfy their housing needs. Meanwhile, the low-income family, which is also at the bottom of the society, could solve their housing problem only by the public aids from the nation and the local governments. The system of low-rent house is proper to resolve the housing problem of the low-income family in the urban area. The research on the construction and the operation of low-rent housing system is not only good for promotion of the establishment of the housing security system in our nation, but also it can find out any new related questions and its solutions for the well-being of the underprivileged group.Guilin is a second-tier city in the west of China, and the system of low-rent house here starts late, at the same time this system is in the early development period, which has many problem on the implement. This paper is about the research on the construction and the operation of low-rent housing system, taked the city of Guilin in Guangxi as example. The author used Document research method and Qualitative study method of Empirical Research to study the major problems, and analysised the cause of the problem from the state (government) perspective and the perspective on the protected family, also the writer tried to put forward some suggestions of promotion of this system through the study the experience of other countries. The article can be divided into six chapters:first is the introduction; second is the document reviews; third is the basic situation and the analysis of the problem of the low-rent house system; fourth is the analysis for the reasons for the problems from double angle; fifth is experiences and implications for domestic and foreign; final chapter is the main conclusions and suggestions. In this paper,15 cases had been a long follow-up visited, and the Chief of Civil Affairs subsistence allowances, Housing Authority Chief of low-rent housing, personnel section staff of the Housing Provident Fund were interviewed in-depth. The innovations are:First, the author concerned on the civil rights and especially civil obligations of "double trapped households", aimed at avoiding "free-rider" behavior, reducing the loss of national public product resources; Second, also concerned the psychological of poverty group, economic welfare safeguard also has a negative externality, it's very important to eliminate adverse effect timely to make them assisted without psychological burden.In this study, taked the city of Guilin in Guangxi as example, the basic status of the construction and the operation of low-rent housing system was the slow pace of development, with only rental subsidies, not the implementation of Shiwupeizu currently. The major problems were:Administrational, land disputes affected the entire housing period, the divided departments hindered house resources, funds of low-rent house were limited, the system itself was not paid more attention by higher leader,etc; Operational, the "free rider" behavior still exist in the process of application, somebody gived up the subsidies for shame, housing policy holders had different considerations about the locality, it's unwise to cut the connection between neighbors and neighborhood/neighborhood committees and so on. The writer analysised the reasons on the double perspective, government perspective was mean to introduct the differences and connections on the whole work of central government, local governments, straight departments. The perspective on the protected family was around the poor, public opinion, locality, interpersonal relationship, and discussed some issues related to peasant-worker. Drawing on the the successful experiences of United States, Singapore, Hong Kong and other developed countries and regions in low-income housing, the writer gained a lot of inspiration. After the research and analysis, the author gave some countermeasure and suggestions to promote the establishment and implement of the low-rent house system. The writer agreed that government should first guarantee the people to rent the house, and then consider selling the low-rent house; furthermore, the government should pay more attention to construction of low-rent house both on the administration and financial management. Besides this, it is necessary to give some mental support to the citizen in order to remove the discrimination and exclusion in the society. Lastly, peasant workers should be concluded in the housing security, and social security should associate with family security.
